The Commercial Version of an EICR, Same Inspection, Different Format
Fixed wire testing (also called periodic inspection and testing, or commercial EICR) is a full inspection of every fixed electrical circuit in your commercial premises. The same BS 7671 inspection methodology we use for domestic EICR testing in Bradford, but priced per circuit and formatted to satisfy commercial insurers, Building Control, the HSE and your managing agent.
If you are a Bradford shop owner, restaurant operator, office occupier, salon, light industrial business, HMO landlord, school bursar or facilities manager, this page is for you. We test every circuit on the distribution board, every protective device, every earthing and bonding connection, and issue a written report with the same C1, C2, C3 and FI code structure as a domestic EICR. We then quote any remedial work at a fixed price so you can budget.
The legal framework is different. Commercial premises do not fall under the Electrical Safety Standards in the Private Rented Sector Regulations 2020 (those are domestic-only). They fall under the Electricity at Work Regulations 1989 plus the Health and Safety at Work Act 1974. The duty to inspect is the same, the enforcement is the HSE rather than the council, and the typical buyer is a business owner or managing agent rather than a tenant or homeowner.
Why Bradford Businesses Are Legally Required to Test
Three pieces of legislation make fixed wire testing a statutory duty for every Bradford commercial premises. Most competitors mention them in passing. We will explain them.
Electricity at Work Regulations 1989
Statutory instrument made under the Health and Safety at Work Act 1974. Regulations 4(2) and 16 place a duty on the "duty holder" (typically the employer or building owner) to keep all electrical systems safe and to ensure they are maintained as necessary to prevent danger. Periodic inspection and testing is the evidence that the duty is being met. Enforced by the Health and Safety Executive (HSE).
Health and Safety at Work Act 1974
The parent Act. Section 2 requires employers to ensure, so far as is reasonably practicable, the health, safety and welfare at work of all employees. Failure to test electrical installations periodically is consistently treated by the HSE as a breach of Section 2 where an accident occurs. Penalty: unlimited fines on indictment, custodial sentences for the most serious breaches.
IET Code of Practice (BS 7671)
The IET Wiring Regulations BS 7671:2018 (18th Edition, including 2022 amendments) plus the IET Code of Practice for In-Service Inspection and Testing of Electrical Equipment (4th Edition) set the recommended maximum inspection intervals by premises type. Insurers and HSE inspectors both reference these intervals as the benchmark for "reasonable practicability".
Is It Your Job or the Landlord's?
The most common commercial question we get is "do I have to pay for this, or does my landlord?". The answer depends on your lease structure. Below is the practical breakdown.
| Lease structure | Duty holder under EAWR 1989 | What they must do |
|---|---|---|
| Owner-occupier business | Business owner | Commission and pay for fixed wire testing. Hold the certificate. Complete any C1, C2 or FI remedial work within the timeframe the report specifies. |
| FRI lease (Full Repairing and Insuring) | Tenant | Commission and pay for fixed wire testing. Share the certificate with the landlord per the lease covenants. Notify landlord of any structural electrical issues that fall outside the tenant demise. |
| Standard commercial lease (split repair) | Often shared | Check your lease carefully. Typically the landlord is duty holder for the structural electrics (incoming supply, main switchgear, common area circuits) and the tenant is duty holder for tenant-installed wiring within the demise. |
| Managed multi-let building | Managing agent on behalf of landlord | Managing agent schedules and pays for testing of common areas and structural electrics. Individual tenants are responsible for their own demised wiring. |
| Serviced office or co-working | Operator | The operator is duty holder for the whole installation. Individual member companies have no direct duty for the electrical installation but should hold their own PAT-testing log for portable equipment. |
If you are unsure where the duty sits for your Bradford premises, call 07411 562115 with the basics of your lease and we will be honest about who needs to commission the work before we quote.
Recommended Inspection Frequency by Premises Type

Multi-Property Commercial FWT Plus Hager Board Upgrade
Letting agent batch covering eight rental and small commercial premises. Two C1 codes on a 1970s commercial consumer unit (isolated on site, remedial quote returned promptly), four C2 codes on missing RCD protection, sixteen C3 recommendations. Hager 18-way RCBO board with Type 2 SPD shown above replaced one of the failing CUs. Single consolidated certificate pack returned to the lead agent for insurer submission.
Pre-Lease Commercial FWT + Board Upgrade

"Excellent work... They have done several landlord certificates for my rental properties. They have also wired up outside lights... Excellent chap to work with... turned up when he said he would & did the jobs to a very high standard. Highly recommended leeds Bradford electricians"
"Professional and Solid company. On time, quick and good communication. I Totally recommend it!"
"Jinder did a full rewire of our Victorian house that we had just purchased. He gave a lot of care and attention to the planning, preparation and execution of the work, there are a lot of period features. He planned his work around preserving those whereas others would just shrug and say they'd probably get wrecked. His care and attention meant that the programme for the works overran but he kept to the original price agreed in advance. Very kind, friendly and polite, can tell that he cares about what he does and wants to do a good job. Was a really big job and we are really pleased with the result."

Bradford Fixed Wire Testing Questions
What is fixed wire testing and how is it different from a domestic EICR?
Fixed wire testing is the commercial term for an Electrical Installation Condition Report. The technical inspection is identical to a domestic EICR (same BS 7671 standard, same C1, C2, C3 and FI code structure, same photo evidence). The differences are administrative and commercial: pricing is per-circuit rather than per-bedroom, the legal framework is the Electricity at Work Regulations 1989 rather than the PRS Regs 2020, the certificate format includes a schedule of test results suitable for commercial insurer submission, and the inspection is scheduled around your trading hours rather than tenant convenience.
How often does my Bradford business need fixed wire testing?
It depends on premises type. Offices, shops, hotels, schools and most general commercial premises: every 5 years per the IET Code of Practice. Industrial premises, factories and places of public entertainment: every 3 years. Construction sites: every 3 months. Petrol stations, swimming pools, marinas, launderettes, caravan parks and hospital medical locations: every 1 year. See the full frequency table above. Many insurers and managing agents require shorter intervals than the IET recommended maximum, so check your insurance policy and lease covenants before assuming the IET interval applies.
How much does fixed wire testing cost in Bradford?
Per circuit. Small commercial premises (1 to 10 circuits): £140 + VAT minimum. Mid commercial (11 to 25 circuits): £8 + VAT per circuit. Large commercial (26 to 50 circuits): £7 + VAT per circuit. Industrial or bespoke (50+ circuits): free site survey followed by a fixed quote. All prices exclude VAT, charged at the prevailing UK rate. Every price includes the full BS 7671 inspection, the digital certificate with photo evidence, every code explained in plain English, and a fixed quote for any remedial work. Out-of-hours and weekend scheduling is available, quoted separately.
Will the testing interrupt my trading?
Minimally. We isolate one circuit at a time so the rest of the premises stays operational throughout the inspection. Most small commercial premises can stay open during testing. For high-disruption premises (restaurants at service time, retail at opening hours, salons with appointments) we schedule out of hours or split the work across two or three visits at quieter times. Tell us your trading pattern when we quote and we will build the inspection around it.
What happens if my premises fails the inspection?
If any C1, C2 or FI codes are present, the report is Unsatisfactory. The Electricity at Work Regulations 1989 require the duty holder to address dangers without delay. We quote remedial work at the same time as issuing the certificate, with a fixed price so there are no surprises. Most commercial remedials are completed within a week of booking. After the work is done we either issue a Minor Works Certificate (for small scopes) or a fresh satisfactory fixed wire test certificate (for larger scopes like consumer unit replacement). If your insurer requires confirmation, we can issue a re-test certificate within 12 months of the remedial at no extra survey charge.
Do I legally need fixed wire testing under the Electricity at Work Regulations 1989?
Yes, if you are the duty holder for a commercial electrical installation. Regulations 4(2) and 16 of the Electricity at Work Regulations 1989, made under the Health and Safety at Work Act 1974, require the duty holder to keep electrical systems safe and maintained as necessary to prevent danger. The HSE enforces this. Where an accident occurs and no recent fixed wire test certificate exists, the HSE treats the absence as evidence the duty was not being met. Penalties on indictment are unlimited fines and, for the most serious breaches, custodial sentences. Routine periodic inspection and testing is how you evidence compliance.
Will my commercial insurer accept your certificate?
Yes. We issue certificates in the standard BS 7671 format with full schedule of test results, every code raised explained, photo evidence per code, engineer's signature and competence declaration, and the inspection date. This is the format accepted by every major UK commercial property insurer we have worked with (Aviva, Allianz, AXA, Zurich, RSA, NIG and others). If your insurer has a specific cover-letter or wording requirement, tell us when we quote and we will format the certificate to suit. Insurers occasionally request a re-issue with their reference number added; we do this free of charge.
Who is responsible, the landlord or the tenant?
Depends on your lease structure. Owner-occupiers: business owner is duty holder. FRI leases (Full Repairing and Insuring): tenant is duty holder for the demised installation. Standard commercial leases: usually shared, with landlord responsible for the structural electrics (incoming supply, main switchgear, common areas) and tenant responsible for tenant-installed wiring within their demise. Managed multi-let buildings: managing agent on behalf of landlord covers common areas; individual tenants cover their own demised circuits. Serviced offices and co-working: operator is duty holder for the whole installation. See the duty-holder table further up this page for the full breakdown. If you are unsure, call 07411 562115 with the basics of your lease and we will be honest about who needs to commission the work before we quote.
