Burley Is Not a Student Area, and the Census Says So

Electricians' websites that mention Burley at all file it under "student areas around Hyde Park and Burley" and move on. Nobody checks the numbers. We did, because they change what the work here is.

Census 2021, Burley MSOA E02002385, against the equivalent Hyde Park and Headingley areas. Across Leeds the student share of the 16+ population is 12.2%.

Students are a third of Burley's adult population. In Hyde Park they are nearly three quarters. Not the same place, and the rest of the picture agrees:

  • 25.5% of households own their home. People paying for their own consumer unit upgrade, not a landlord's.
  • 11.0% rent from the council, with 17.2% social rented in total. That is a whole tenure the other two areas barely have.
  • 8.2% of residents are aged 0 to 14, roughly double Headingley's 4.1%. Families live here, and they notice a dead socket in a child's bedroom in February.
  • 26.7% are aged 25 to 34, the highest of the three. First homes, first extensions, first electric car.
Why this matters when you ring us. Student districts have a rhythm, with work booked in blocks around the letting calendar. Burley does not run on it, because most people living here are not on it. Postcodes, Explained Properly

LS3, LS4 or LS6? Which Postcode Burley Actually Is

No other trade site explains this. Look at three electricians' area pages and you get three answers. One publishes a postcode table calling LS3 "Burley and Woodhouse" and LS4 "Kirkstall". Another files Burley under LS6 with Hyde Park. A third has no LS4 at all. Here is the rule we work to.

  • Treat LS4 as Burley. Burley Road, the Burley side of Kirkstall Road, Cardigan Lane, Vinery Road and Abbots Mews are all LS4.
  • Burley Lodge Road, Street and Terrace are LS6. They carry the name but are normally addressed as Hyde Park, so our Hyde Park page is the one you want.
  • The neighbourhood and the postcode district are not the same shape. Burley does not line up neatly with LS4, and the LS3 side is a different ward. We do not claim LS3 or LS6 as Burley.
  • "Burley Park" is a railway station, not a neighbourhood. It opened on 28 November 1988 on the Harrogate line, and Northern runs roughly half-hourly into Leeds from it.
  • Kirkstall Abbey is not in Burley. It is about 1.1 miles further out, in LS5.
The practical bit. Give us the full postcode when you book, not the area name. It decides whether we come off the A65 onto Kirkstall Road or drop down the A660 through Headingley, which on a bad afternoon decides whether we arrive on time.

Inside an LS4 Terrace

Terraces in LS4 and the Wiring Inside Them

Two thirds of Burley homes are terraced. The figure is 66.0% against 25.0% across Leeds, more than two and a half times the city average. Detached houses are almost absent at 2.8%, against 15.5% for Leeds. The rest is 12.6% semi-detached, 11.1% purpose-built flats and 5.6% converted or shared houses.

Solid walls, no cavity, no easy cable route, and a meter position decided in the nineteenth century. What we find most often in properties of this age, from our own work rather than any statistic:

  • Boards with no RCD protection, or one RCD covering everything, so a garden fault takes the whole house out.
  • Sockets added in layers over decades, spurred off spurs, nothing recorded.
  • Lighting circuits with no earth at the switch, a problem the moment somebody wants a metal fitting.
  • Kitchen and bathroom work done without certification, usually found during a sale.
  • Undersized supplies to loft rooms and rear extensions added as an afterthought.
What we will not tell you. Nobody publishes a reliable figure for how many Burley houses need a rewire, so we will not invent one. Inner Leeds terraced districts of this age do include back-to-backs, and where a house has no rear elevation both the cable routes and the fire detection change. LS4 Commercial Work

Kirkstall Road Is a Working Commercial Corridor

This is the part of Burley nobody else writes about, and it is why LS4 differs from every other inner Leeds residential district. Burley has a commercial spine along its southern edge, and the businesses on it need more than a domestic electrician.

  • Cardigan Fields Leisure Park, LS4 2DG. A nine-screen Vue cinema, Hollywood Bowl, the Gravity trampoline park, LaserZone, a gym and chain restaurants. Long hours, public occupancy, kitchens, escape routes that stay lit.
  • Kirkstall Industrial Park, LS4 2BB. Fourteen units and roughly 111,000 square feet of trade counter, workshop and warehouse space.
  • The Kirkstall Road frontage, carrying trade suppliers, garages, small industrial units and offices.

Commercial premises do not use the domestic EICR ladder. Fixed wire testing is priced on distribution boards and circuits, and the interval depends on the premises and its use rather than a flat five-year rule. We split the schedule across visits so you keep trading.

Blocks and Communal Areas

Student Blocks on Burley Road Are a Different Job Again

Purpose-built accommodation keeps being added along Burley Road. One scheme at 224 Burley Road was approved for 58 studio apartments across four floors with communal spaces. That is not a landlord with one house. It is a building with a managing agent, a maintenance budget and a compliance file, and the caller is usually a block manager or FM company.

What a block needs testing

  • The landlord's supply and communal distribution. Corridors, stairs, plant rooms, bin stores, external lighting and risers, as their own installation.
  • Emergency lighting. On common escape routes it needs a monthly function test and an annual full duration test, logged. Ongoing, not a one-off visit.
  • Fire alarm interfaces. Door holders that release on alarm, automatic opening vents, lift homing and plant that shuts down.

Burley Terraces Were Not Built With Anywhere to Park

Two thirds terraced and 2.8% detached means most of Burley has nowhere to park off the street. This is the question owner-occupiers here ask us most, and the answer has three parts.

  • Any off-street space and it is straightforward. A yard, a back access or a rented bay. Dedicated circuit, right earthing arrangement and RCD type, load assessment first, and the installation notified to the network operator.
  • If you park on the street, we will not run a cable across the footway. Not with a mat, not with a cover, not just for now. It is a trip hazard on a public highway.
  • Cable channels and gullies need the council's agreement. Cross-pavement solutions exist, but Leeds City Council decides whether one goes in outside your house. Ask them before buying hardware.

Worth checking early in an older terrace: the incoming supply. A small main fuse or tired meter tails show up on the load assessment, and it is better to know before the charger is ordered than on install day. Full detail on EV charger installation.

Letting a Property in Burley

What Applies to a Burley Landlord, and What Does Not

56.4% of Burley households rent privately, so this affects most of the street. It also attracts bad information, some of it sold with a bill attached. Here is what is true in LS4.

  • Every private rented home needs an inspection at least every five years. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 set the maximum interval at five years. Where the report returns a C1, C2 or FI code, the remedial work has to be done within 28 days.
  • Mandatory HMO licensing starts at five people. It applies where five or more people forming two or more households share a toilet, bathroom or kitchen. The storey threshold went in 2018. Licences usually run five years.
  • Burley sits inside the Leeds HMO Article 4 Direction. Direction A4D01 has been in force since 10 February 2012 and removed the permitted development right to change a house into a small HMO, so it becomes a planning application rather than something automatic.
Selective licensing does not cover Burley or LS4. Leeds City Council's scheme runs from 9 February 2026 to 8 February 2031 across roughly 12,500 privately rented homes in parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Hunslet and Riverside, Gipton and Harehills, and Farnley and Wortley. LS4 is outside it, though the boundary comes close on the Armley side. If anyone has told you your LS4 rental needs a selective licence, check with the council before you pay them.
On Article 4, check your own address. The evidence that LS4 sits inside the direction is strong, but Leeds publishes the boundary as a scanned plan and the list with it uses pre-2018 ward names.
